functionality required by a Manager which supports any kind of
persistence, even if only for restarts.
IMPLEMENTATION NOTE: Correct behavior of session storing and
reloading depends upon external calls to the Lifecycle.start()
and Lifecycle.stop()
methods of this class
at the correct times.
